[e-litebeat] Olympic Personal Performance Gear

Hey Folks,

Below is a letter from the USOC's Steve Roush regarding gear at the
Olympics. I wanted to see if anyone had comments on the list the
USOC currently has for triathlon. Time is short on this, and Libby
has said she would write up the gear descriptions/justifications
after Friday. So, if you have any comments, please make them to me
or Libby before Friday. Libby wrote that swimwear would be a likely
item to add as performance gear, and I agree. I would think that a
bike would also fit in this category as well. Please read the
letter, and if you have any questions let me know.

Dear Skip and Victor,

Following a recent survey, it appears the process associated with the
Personal Performance Gear List is not fully understood within many
national governing bodies. In an attempt to make the process better
and more inclusionary for all affected parties I have addressed this
correspondence to both of you. It is my intent to clear up any
confusion regarding this topic and attempt to eliminate the confusion
surrounding this process in the future.

I am requesting that both the AAC representative and the Executive
Director for each national governing body discuss the list for all
disciplines within their sport and submit this list to their
respective Sport Partnership Team by April 15, 2005. USOC staff will
review submitted lists and recommendations will be forwarded by the
Chief Executive of the USOC to the Board of Directors at their April
29 meeting for final approval.

The IOC Charter tasks each National Olympic Committee to perform a
review of this area. The Bye-laws to Rules 28 & 29 number 2.3 states:

"They (NOC) have the sole and exclusive authority to prescribe and
determine the clothing and uniforms to be worn, and the equipment to
be used, by the members of their delegations on the occasion of the
Olympic Games and in connection with all sports competitions and
ceremonies related thereto.

This exclusive authority does not extend to specialised equipment
used by athletes of their delegations during the actual sports
competitions. For the purposes of this rule, specialised equipment
shall be limited to such equipment acknowledged by the NOC concerned
as having a material effect on the performance of athletes, due to
the specialised characteristics of the equipment. Any publicity in
respect of any such specialised equipment must be submitted to the
NOC concerned for approval if there is any reference, express or
implied, to the Olympic Games."

I have attached items that have previously been submitted to be
included on the Personal Performance Gear List for the disciplines in
your sport. In order to submit an item to be included on the list in
the future you need to provide a brief explanation of how this piece
of equipment/gear fits the description of the IOC Charter of "having
a material effect on the performance of athletes, due to the
specialised characteristics of the equipment." Just to be very clear
on this point, if items are submitted by an NGB with no explanation
they will not be included on this list the USOC staff and Board
reviews. These explanations will be a part of the list so that in the
future anyone reviewing the list will know the rationale used in
determining why a particular item was included on this list.

I appreciate your prompt action on this matter. It is hoped that this
process will allow all parties to be involved in the formation of
their respective lists along with rationale for each item on the list
to avoid any further confusion. Please feel free to contact me if you
have any questions regarding this process. Again, thank you for your
quick assistance on this matter.
